Sol1: Try go to your firewall then remove garena plus on allow program.. something like that
Sol2: Close your garena messenger and delete the "Garena+ Plugin Host Service" under Windows Task manager > Processes Tab. click the End Process button.

Please try deleting the GarenaMessenger folder at C:\ProgramData\GarenaMessenger (Windows 7). If you are using Windows XP, please find it under C:\Documents and Settings\All Users\Application Data\GarenaMessenger
